Based upon the support of the streamlining policy and the buildup of the new generation air force, the ROCAF dissolved the Air Force Eastern Command under the order of the Ministry of National Defense (1998) Ao-Feng-Zi No. 429 dated March 13, 1998, and established the Air Force Education, Training and Doctrines Development Command on July 1, 1998. The new entity was under the direct command of the Air Force Headquarters and administered the 737 Tactical Fighter Wing, the Air Force Institute of Technology, the Air Force Base Training Command and Air Force Operational Test & Evaluation Center.
Under the “streamlining scheme” for the armed forces, this command was reorganized as the Air Force Education, Training and Doctrines Development Command according to the Order of the Ministry of National Defense Ri-Lue-Hua-Zi No. 0950000245 dated February 22, 2016, which was effective on March 1, 2006, and was placed under the command of the Air Force Headquarters, and administered the Air Force Institute of Technology, the Air Force Base Training Command, the Air Force Evaluation and Air Force Operational Test & Evaluation Center and the Air Force Tactical Training Center.
On July 1, 2011, the Military Police 357th Battalion was dissolved and re-organized as the Military Police 11th Squadron, and was transferred to the armed forces command system for optimizing the functions of the force. On July 1, 2013, the Air Force Tactical Training Center was merged with the Air Force Operational Test & Evaluation Center. On November 1, 2014, the Air Defense Artillery Training Center was transferred as a direct reporting unit of the Air Force Headquarters and was renamed as Air Defense Artillery Training Center. On January 1, 2017, the Air Force Evaluation and Tactic Research Center was dissolved. As of the time, the command administers the Air Force Institute of Technology, Air Force Base Training Command, Air Defense Artillery Training Center, Military Police 11th Squadron with the functions of supervising school education, refining training, improving tactical training and evaluation, materializing base training, and strengthening doctrine development with the hope of reinforcing education system, integrating the training units, establishing doctrine development, personnel training, combat readiness, operational test & evaluation to reach the expected combat readiness requirements.
The duties of the command in peacetime include the doctrine development, school education and military training & evaluation. In wartime, the command will take over the command and control of combat in the airspace shifted from the JAOC/ACC while being responsible for dispersing part of combat power to move into the Jiashan Base and the Shizishan Base and performing related defense missions.
